[RFC 14/14] x86/sev: Indicate SEV-SNP guest supports Secure AVIC

Now that Secure AVIC support is added in the guest, indicate SEV-SNP
guest supports Secure AVIC.

Without this, the guest terminates booting with Non-Automatic Exit(NAE)
termination request event.
