[PATCH] vfio-mdev: reinstate VFIO_MDEV Kconfig

Reinstate Kconfig setup for CONFIG_VFIO_MDEV to help support out of
tree drivers that use VFIO_MDEV library (e.g. Nvidia GPU drivers).
