Thanks Anup.
Let me try to summarize the changes in next revision:

1. Use BIT().
2. In kvm_arch_vcpu_ioctl_set_guest_debug(), do below things:
       if (dbg->control & KVM_GUESTDBG_ENABLE) {
               vcpu->guest_debug = dbg->control;
       } else {
               vcpu->guest_debug = 0;
       }
3. In kvm_riscv_vcpu_setup_config(), do below things:
       cfg->hedeleg = KVM_HEDELEG_DEFAULT; // with BIT(EXC_BREAKPOINT)
       if (vcpu->guest_debug)
               cfg->hedeleg &= ~BIT(EXC_BREAKPOINT);

Will prepare a PATCH v3 accordingly.
