[PATCH v4 49/66] i386/tdx: handle TDG.VP.VMCALL<SetupEventNotifyInterrupt>

For SetupEventNotifyInterrupt, record interrupt vector and the apic id
of the vcpu that received this TDVMCALL.

Later it can inject interrupt with given vector to the specific vcpu
that received SetupEventNotifyInterrupt.
