[PATCH kvmtool v3 16/17] aarch64: psci: Implement SYSTEM_{OFF,RESET}

Add support for the PSCI SYSTEM_{OFF,RESET} calls. Match the behavior of
the SYSTEM_EVENT based implementation and just terminate the VM.
