Even though it's not documented, SNP_DECOMMISSION seems to clear the
WBINVD indicator just like DEACTIVATE does for SEV.
Won't ASID recycling race with SNP_DECOMMISSION if the latter isn't
guarded with sev_deactivate_lock?
