[PATCH RFC v1 08/10] target/loongarch: Implement set vcpu intr for kvm

Implement loongarch kvm set vcpu interrupt interface,
when a irq is set in vcpu, we use the KVM_INTERRUPT
ioctl to set intr into kvm.
