May be add a S390_ prefix. I don't think _NR is important for the
magnitude fields. And these are byte offsets.

Do we really need a new file for the CPU topology ? I am asking because
insert_stsi_3_2_2() is in kvm.c and may be, instead, we should gather
all the stsi routines.
