[PATCH 3/6] RISC-V: KVM: Treat SBI HFENCE calls as NOPs

We should treat SBI HFENCE calls as NOPs until nested virtualization
is supported by KVM RISC-V. This will help us test booting a hypervisor
under KVM RISC-V.
