On Xen, I think the migration code actually does a;

"drbdadm secondary oldnode"
"drbdadm primary newnode"

As part of the migration process, thus forcing DRBD itself to provide the locking mechanism.
(and this is part of Xen, i.e. it's "below" libvirt)
