[RFC PATCH 15/25] KVM: arm64: Introduce KVM_CAP_ARM_ID_REG_WRITABLE capability

Introduce a new capability KVM_CAP_ARM_ID_REG_WRITABLE to indicate
that ID registers are writable by userspace.
