Hyper-V partition must possess 'HV_DEBUGGING' privilege to issue
HVCALL_POST_DEBUG_DATA/HVCALL_RETRIEVE_DEBUG_DATA/
HVCALL_RESET_DEBUG_SESSION hypercalls.
