svm_register_enc_region() calls sev_pin_memory() without holding kvm->lock.  If
userspace does multiple KVM_MEMORY_ENCRYPT_REG_REGION in parallel, it could
circumvent the rlimit(RLIMIT_MEMLOCK) check.
