[PATCH v1 03/22] vfio: check VFIO_TYPE1_NESTING_IOMMU support

VFIO needs to check VFIO_TYPE1_NESTING_IOMMU support with Kernel before
further using it. e.g. requires to check IOMMU UAPI version.
