Currently the test will only run on Windows.
It should be able to run on Linux just as well, but if I understand correctly,
testing time drift on Linux is less interesting.
Also make some tiny cosmetic changes (spacing), and move the stress_boot test
before the shutdown test (shutdown should be last).
