[PATCH v2 09/10] vfio: ccw: Suppressing the BOXED state

VFIO_CCW_STATE_BOXED and VFIO_CCW_STATE_BUSY are the same
states.
Let's only keep one: VFIO_CCW_STATE_BUSY
