When configuring VLANs inside guests, VLAN traffic is dropped starting with
4.16-rc1 .

My current architecture is quite simple:

VM 1 vlan 204 -> virbr0 -> VM 2 VLAN 204

I tried configuring the VLANs with vconfig on the virbr0 and VNETs but this
didn't improve thing so I'm now bisecting.

I'm bisecting between 4.15-rc9 and 4.16-rc1 at this time and I'll update in
time.
