Do we need to say that this capability does not need to be enabled (is enabled by default)? Should probably be clear from the context (chapter 8) too. I guess the document is not intended as an apidoc which should facilitate developing against an the api without looking at the implementation, so we probably don't need to bother either with documenting enabled by default or making it comprehensible without either having the context or digging through the kernel and possibly qemu code. I'm not sure I like the name KVM_CAP_S390_AIS_MIGRATION.
