what is the rationale behind not putting enable_defaults here?

lib/arm/gic.c becomes bigger and bigger. Woudn't it make sense to have
separate lib/arm/gic-v2/v3.c and arm/gic.c only call generic ops?

Typically ipi functions could go in lib

But nethertheless this can be changed later.
