Avi just fixed it in qemu. You can take the patch with this subject:
"[Qemu-devel] [PATCH] Use broadcast address for slirp dhcp replies"
Interestingly, DHCP worked fine after initial install of the Vista OS
(using E1000 card), but failed after the next reboot.

Hmmm. Doubting myself, I switched to RTL8139. Vista updated its drivers on
startup and DHCP worked fine again, but failed after next reboot and
hasn't worked since.

DHCP with '-net user' is working fine in XP3 guests.

Rarely use Vista so I only noticed this at kvm-82, and again with -83.

Host is 32-bit Slackware 2.6.27.7-smp with own-built kvm-83 binaries
and kernel modules.
