[PATCH 2/2] Documentation: Add ABI entry for crash_notes and crash_notes_size

Add an Documentation/ABI entry for /sys/devices/system/cpu/cpu0/crash_notes
and /sys/devices/system/cpu/cpu0/crash_notes_size.
