Does that file include include/linux/gpio/consumer.h?
The GPIO subsystem provides dummies of these functions when CONFIG_GPIOLIB=n.

I think that can become

    depends on SPI
    depends on GPIOLIB || COMPILE_TEST

after you've added the missing include.
