[PATCH v4 09/29] arm64: disable recordmcount with DYNAMIC_FTRACE_WITH_REGS

Select FTRACE_MCOUNT_USE_PATCHABLE_FUNCTION_ENTRY to disable
recordmcount when DYNAMIC_FTRACE_WITH_REGS is selected.
