Doesn't it happen in all applications? In a way that wouldn't really make sense if the idea is indeed to implement the traditional tap-and-hold to bring up the context menu (which is what the OP confirmed happens to him, from what I understood).

It would make sense to code a plasma-specific implementation as "close to home" as possible (I'd say that would be plasma-shell, or some library used by that application). An implementation that has to be available in any running Qt app can be in very few components, the KDE platform theme plugin being one of them.
