Use sudo for all/new accounts

Hi

I am aware that I can change KDE to use sudo for running privileged
commands, by running this command (one line) as the user in question

kwriteconfig5 --file kdesurc --group super-user-command --key
super-user-command sudo

But what is the best way to make this the global default?

I am on openSUSE if that make any difference.
