I don't know, I haven't read all comments of the bug report. At the beginning someone claimed that notify-OSD would ignore timeouts but notification-daemon would not. No idea, KDE's notification server doesn't use libnotify, neither does kdialog. Since I am running Debian as well (libnotify-bin 0.7.5-2) and as I said before your example call seems to work well here on KDE 4.8.4 (Qt 4.8.2).
