On the next Ubuntu version (12.10). Ubuntu's policy is to never update
the packages to a new version on a released version of the distribution
(with some exceptions.) Such updates always happen on the next distro
release.
However, there are community-supported backports repositories:
https://help.ubuntu.com/community/UbuntuBackports
In this case you should probably be looking for a "kde-backports"
repository. Of course there's no official support for this.
