I found the problem.  The default shutdown command as configured in the 
"Login screen" section of System Settings is:

   /sbin/shutdown -p now

This is just wrong.  Option "-p" doesn't even exist.  If I change it to:

   /sbin/shutdown -hP now

then it works correctly again.
