KDE 4.6 has very low FPS

After updating to KDE 4.6 RC, the GUI is locked at 35FPS.  Moving 
windows around is very skippy.  Same for animations.

What's going on?  I should be able to get rid of the frame limiter? 
It's a very stupid idea to have one in the first place.  The GUI is 
*really* skippy and not smooth at all when compared to KDE 4.5.  It's 
unbearable.

This is on Gentoo AMD64 with kernel 2.6.36 with the r600 driver (both 
Gallium as well as Classic).
