reply not quoted

Hello KDE4 people

Not sure when this happened. When I went to 4.4 with Kmail 1.13.0 I think.
I cannot reply to any mail with any reply option and get a window with quoted 
text in it. Under Settings > Composer > General > Use smart quoting is 
checked.

Anybody else seeing this problem? or do I just have a bad Kmail?
