It's certainly not normal. If you use IRC (konversation is very easy to set up) join channel #fedora and ask there. If that's not possible, join the kde-fedora mailing list at https://admin.fedoraproject.org/mailman/listinfo/kde - there are developers and packagers that read that list, so you get good reliable information.
