You don't mention what kde version, but here on 4.3.3, that's in "the application formerly known as kcontrol" (aka a rather generic system settings), under look and feel, appearance, style. On the fine tuning tab (possibly dependent on the style chosen, I don't know), text position of toolbar elements. I have mine set icons only, too. If I need to know what it does, I can always hover over it and get the tooltip. And I like icons on buttons as well, tho they keep the text.
