Did you drag a menu from KickOff to a Panel, that is what the bug 
reporter wants to be able to do.

You can drag a menu from KMenu to a Panel in KDE-3.5.

Dragging a menu entry to a Panel works in both, but I can only drag a 
menu in KDE-3.x.y.
