My guess would be that that text is around since the time when KDE was a CDE clone. However, the point that KDE 4.0 was the release of stable KDE API's, and not the stable desktop, is important when defining what KDE is. So, is KDE a desktop, in which case the 4.0 label really was misleading, or is KDE a collection of Qt-based technologies whose products happen to include a desktop (as mentioned on this page [2]).
