If you are starting a KDE session from KDM/XDM/GDM there's no login bash runs involved in the startup. If you would like to affect the global environment of your KDE session, and are not using a custom session, you can place files in ~/.kde/env. Files ending in ".sh" are read and executed in the same shell that is reading and executing the startkde script. This might not be bash; it is usually whatever /bin/sh is on your system. You *might* use .bashrc instead. It is sourced for all interactive non- login bash runs.
