KDE4 doesn't use kcontrol.  It uses systemsettings.

Open systemsettings, Advanced tab, and there, on the top row, you'll find File 
Associations.

Systemsettings replaces kcontrol.  However, there are not as many settings 
available there, as some of the old settings only referred to one application, 
so it made sense to move the settings into that application.
