Developer releases have words like "Beta", "Alpha", "Testing" and so forth, in their name (or perhaps in the case of KDE4 a release number like KDE 3.97 or KDE4a1). A release with a version number like *4.0* implies it is a final release. KDE dropped the ball on this one, regardless of how you look at it.
