I know I can create keymaps via xmodmap, but I need to be able to easily change between this phonetic russian keymap and a latin one (by e.g. klicking the little flag icon in my system tray). Does anybody know where to start to create my own customized keymap?

Don't know about KDE4 but in 3.5 you use Control Centre > Regional &
Accessibility > Keyboard Layout where you can set up multiple keyboard
layouts and switch between them with widget in your system tray.
