this is a problem that i found a cure for when first running a desktop.

move panel to either left or right side of screen. then expand panel to give
enough width to allow enough of buttons to show to allow reading partial
of window name. when you move pointer to button, full title of window pops
to show full name.

i use 'auto hide' to get max desktop area and a quick mouse over to side
brings panel in view to see what you have minimized.

this does take a little getting used to, but it allows more buttons in panel
with out compressing them as happens with panel at top or bottom. also, if
you load panel with buttons, you will get a down arrow tab that will shift
down for rest of buttons.
