This is a rather late reply but I notice that some of the more timely 
ones are not really answers to your problem. I have used lame before for 
this purpose - many distros seem to have it for encoding mp3 but it will 
also mess about with the tags. man lame tells you quite a lot more than 
you will ever want to know.
