I think KNetworkManager, even the one for KDE3 should still work, mostly 
depending on a match between GUI and backend versions (some distributions 
ship a not-released-yet NetworkManager 0.7 but not a KNetworkManager update).

As far as I know the NetworkManager backend for Solid, KDE4's hardware API, 
has been merged in time for KDE4.1 and somebody is working on a GUI part 
within the extragear module.

Will Stephenson wrote on his blog that he is additionally working on a system 
settings (control center) module for managing network connections based on 
the backend, but this will have to wait for 4.2
