This sounds like your ALSA plugin config is not what it should be for 
re-routing sound through PulseAudio.

In case PA is grabs the audio device and does not release it like other sound 
servers do, all other sound output needs to be re-configured to output 
through PA or their usual output device (e.g. ALSA) needs to be re-configured 
to do that.

I suggest you ask on a Fedora list, it is probably a problem in their upgrade 
path from a non-PA system to their current setup.
