Sometimes i wonder why fedoro 9 shipped with kde4 as the only choice as 4.0 is

Again this is not yet implemented in the 4.0 series. What you need to do to 
this effect is choose a plasma theme that you like and download it.

I am going to to take the slim-glow theme for example

Extrract the theme package to ~/.kde4/share/apps/desktoptheme/slim-glow. Then 
edit ~/.kde4/share/config/plasmarc when plasma is not running to read the 
following

[Theme]
name=slim-glow

Start plasma and the new theme with its colours will take effect.
