Bad encoding in Konqueror's tar archives

On a UTF-8 filesystem in KDE 3.5.8 on Ubuntu, I create a tar.gzarchive in konqueror with the Compress option in the context menu(right click). Then, when I browse the archive (without decompressingit) in konqueror on the same machine the UTF-8 filenames look likethis:ציטוטים
How can this be corrected? Thanks in advance.
