Global Desktop Settings

I am using KDE desktop with Red Hat Enterprise Linux.  I found the system desktop files an turn the screen saver on to lock the screen (a security requirement).  This does not prevent the user from turning it off.  Is there a way to enable the screen saver with screen lock and prevent the user from changing this setting?
