Can you check if you have a kcontrol.desktop file in 
$prefix/share/applications or a subdirectory of it?
If you have a KControl.desktop, try copying it to kcontrol.desktop (all lower 
case).

Should work either way though, at least it does on 3.5.7 installed from binary 
packages.
