I tried with dcop "$konsole" "konsole-mainwindow#1" raise where $konsole is the correct konsole window, but the "raise" really only raises the window, but leaves the focus on the previously focussed window. dcop "$konsole" konsole activateSession "$session" only activates the session, i.e. it puts the tab in the foreground.
