Help->KMail Handbook. (Well, if something's been written on this, it'll be
there). You can see the docs for the latest version at docs.kde.org.

I guess I sound like a broken record here, but "Don't say 'we should',
say 'I will'" is as relevant as ever. As Gary has pointed out, there are
efforts underway to improve KDE's scripting capabilities, so now is  a good
time to get involved and help out. A short message to kde-devel@xxxxxxx
should be enough to find out what the plans are, who's working on it, and
where you can help.
