I do not see any such thing when I file the bug via 
http://bugs.kde.org/wizard.cgi. In the right bottom it just has a finish 
button. There is nothing related to the attachements.

However if I go to a bug report such as 
http://bugs.kde.org/show_bug.cgi?id=25325 then there is a "create a new 
attachment" link at the left bottom. Does this mean that first I have to file 
a bug (by clicking finish button), and then attach the file?
