According to Debian it is 3.5.5

Maybe your last aptitude update is too old, lots of transitioning going on 
lately :)

If there is a problem with Debian packages, the debian-kde mailinglist at the 
Debian mailinglist server is more suitable (because there are packagers 
subscribed there)
